I don't think this will answer your question, but, I like the "never opened' casino chips.
I have purchased/sold/traded a number of sets (8 different denominations) of the New Yorker chips that I purchased from the seller of the auction you have listed. I tried to buy a large (1,000 to 5,000) chip lot, but we could not come to terms. I have one last set of all 8 if you are interested.
I also purchased a number of the "Stardancer" chips. These were chips from a FLA cruise ship that ran aground financialy.
I have NO information on how these chips were purchased, but from what I have seen, you have to be in the right place at the right time and be willing to buy the whole lot. It would then be up to you to break the chips down and sell them.
Sounds simple, right? I purchased 20 replica $100 chips from the movie "Rounders" a year ago. I have about 10 left. Nice chips, don't get me wrong, but nobody wants them. Imaging sitting on 5,000 chips that you paid $7,500 (or more) for.
