much easier with the re-introduction of poker rooms. Most poker rooms in Vegas (and you are citing Wynn and Stardust) have their own cashier cage, or counter to dispense chips.
Most players will buy a rack (or 2) of chips before sitting down at their game. However, there is nothing to stop a non-player from walking up to the counter and making the same "buy-in" and instead of walking to a table, they just walk out of the casino.
For higher denomination chips (for sets) the Wynn spreads some fairly expensive games and the buy-ins are racks of $5 chips, even $10 chips, and stacks or maybe a rack of $25 chips.
But I can't see the higher denomination chips being sold on eBay. It would get quite expensive, very quickly to be offering a home game set with $1's, $5's and $25's, let alone a few $100's!
