This can be done by one person, it doesn't require a committee. Media contacts are the most helpful tool for any promotional effort, so any venues that have given the club exposure in the past are the obvious starting point.

I'll volunteer to take on such a position, with one reservation. The club will pay for magazine subscriptions related to gaming that might be interested in our hobby that feature articles would see submissiom. I'll give my time, will be willing to work with any and all publications, but the subscriptions must be comp'd from the club or the publication.

If I can get an official proposition on these matters, we have a start.
