On the day that Congress finished its work on the First Amendment, they called on President George Washington to issue a Proclamation to the people of the United States to thank God for the freedoms we enjoy. A week and a day later the President's opening paragraph in his Proclamation said: "Whereas it is the duty of all nations to acknowledge the providence of Almighty God, to obey His will, to be grateful for His benefits, and humbly to implore His protection and favor . . ."
