Please tell me what case you are citing which says that chips and tokens are not covered by the HPA. I did a search and only found one case, which did not cover the issue. BTW, the definitions in the HPA do not mention "collectibles," the statute does explicitly cover at least some types of tokens. See, 15 USC sec. 2106(3).
