The HPA covers "original numismatic items" which are defined as "anything which has been a part of a coinage or issue which has been used in exchange or has been used to commemorate a person or event. Such term includes coins, tokens, paper money, and commemorative medals."
It is obviously broader than coins minted by the US, but does not obviously include casino chips. It is not obvious to me, however, that it doesn't. It is obvious that this is a poor definition.
