Gambling is illegal in Thailand. The underground "casinos" used these as counters (chips). Not sure of the time, but most likely between the the two world wars. Counterfeits are sold by the truck load as souvenirs, but I don't know how to tell the difference. Chuck (yikes I forget his last name) of Long Beach sells them.
