If a seller uses shill bidders he is cheating the honest bidders, period.
Sometimes shill bids are just a way to back out of selling an item for less money than he expected for it. Sometimes they elect to pay all the ebay fees associated, and keep the item rather than to go through with an honest sale for less money. I think alot of shill bids are snipe bids.
