At the end of the day it comes down to whether you believe shill bidding is acceptable or not. It is against Ebay rules and, in my opinion (for what it's worth 
) breaking the rules is breaking the rules. I personally believe that if someone deliberately breaks the rules in order to charge someone more (even if within his budget), then it just ain't right and should be unacceptable within the CC>CC ethics rules as well. Just my opinion of course - always good to have a debate!
