No Value chips do not need gaming approval.
No value chips can not be used in table game promotions, although I have seen some used that way.
NCV chips do need gaming approval.
NCV chips can be used for table game promotions and tournaments.

I agree the PS station chips will never be used for gaming but they could be as Gaming says they can be.
