I agree with what you state but as to the day cruises that go to the islands one day and float float around for the other sailings. I can use the example of SeaEscape; they sail into international water 99% of the time but makes one trip a month to the Bahamas. This I was told by the captin was because they are internationaly flaged and thus must travle to a foreign port at least once a month to be allowed to reamin in a US port.
