I think the one distinction that you guys missed is that Riverboats are licensed by the state in which they operate. Cruise ships and day cruises operate in international waters and do not have to be licensed for gaming.

Also note that there are some Florida ships that are day cruises on some days of the week and cruise ships (to the Bahamas) on other days.
