What you read in the above post was a letter I copied word-for-word from Dick Allard to Mark Lighterman. It is accurate.
I did receive the following e-mail from David:

John,
I did have a conversation with Dick Allard. Chapters paying for items to promote the National Club was never discussed. What was discussed was the nickeles not being utilized and being a waste of money. If you can justify the expense I'll authorize it.
