Card rooms/casinos were illegal in Washington state and Montana until the early 1970s, but, as mentioned, enforcement was selective and some joints didn't even bother concealing the games. Gambling was legalized in both of these states in the 70s. Idaho, on the other hand, has never had legalized gambling and had much more stringent enforcement, therefore you don't find nearly as many illegal chips from Idaho as from Washington or Montana.
