Probably a home game, BUT IT DOES'T HAVE TO BE. I will search Harveys book and see if I can find a gaming license in Timmy's name. Only 20 made, how many can still exist?
BTW there was 2 other orders of the same chip in 1935 and 1954. No brown in either order. They are defiantly home games. If you have other than the listed colors email me for ID.
