That's apparently what the dealer did--offer the back up bidder a duplicate at the same price paid by the high bidder. He said that EBAY felt they were losing commissions and that he should have auctioned the additional pieces. That, of course, is nonsense--except that if it is a term in the contract then the dealer has to obey the conditions. I don't know the dealer--this huge collection of chips was the first thing I saw of his--but I fell sympathy for him.
