NV GCB does approve the art work for all chips.
Sometimes they sort of rubber stamp the art.

Next a notched chip is approved a few days before chip delivery.
Sometimes the ball is dropped in both of these processes.

When the ball is dropped, they have the power to fix it.

Actually, I think, no one at GCB realized they were porn stars until they read the board.
