I started with one binder. I put a label in the first pocket of the first page "Arizona". I put the one Arizona chip I had into the second pocket, then put another label in the next pocket "California", and put in the three California chips that I had, etc. etc, on through Washington.
In some cases I had as many as five states on one page (in my foriegn chips I had six or eight countries on a page).
Each time a get a new chip, I just move everything down the line, sometimes inserting a blank page to avoid moving too many chips.
As things expanded Arizona grew to a page and a half (my California label is now halfway down the second page), California to nine pages, etc.
I now have fourteen binders (and need a couple more) and my system is working fine for me, though I realize it may not be acceptable or workable for everyone.
The turtle would only bite me once.
