All depends on what you start with for scans and what you want to do.
One I use for pictures is Photo Actions Albumweb
It makes pages of thumbnails and when you click on them, it takes the vier to a larger image. You can set the number of Thumbnails per page, colors, background, label the images, make a slide show and more. You might be able to find a free beta version still on the web.
If you just want to make pages of thumbnails, say 20 pictures per page for example, then iRfanview will do that, plus it's an editor and has text features plus a bunch of others. Free
If you want to make a page that has pictures that you can add and change, just make a "blank" formatted page, the way you like it and add or remove pictures as you like for each new page, using a text editor.
Biggest question is what do you want to do? Just about anything is possible and most of the time there's a free beta version or demo version of the software that will preform basic functions, which is all you would need.
