They can't find out directly, but if a bidder backs out of an auction commitment saying that he was contacted, the seller may register a complaint. It's part of maintaining the integrity of the auction process. If allowed, some competitors would be contacting others' bidders to either badmouth his auction or offer similar merchandise of their own.
