Paul; Sounds good in theory ... but most Americans are not aware that tanker ships on the high seas headed to a specific destination are often turned around several times after being loaded and dispatched to the country who has just upped the bid on their precious cargo. It's not uncommon for this practice to happen more than a couple of times while they are underway and final destinations are often changed depending upon who the current high bidder is.

Sort of like ebay's snipe bids.
