I've worked as an Archaeologist for many years. Most NA designs are "pecked" into a surface and usually not done in releif. Not having the item in my hands to examine makes it a little difficult.

I don't see any signs of grinding striations around the central object, nor do I see any peck marks or striking platforms to reduce the stones depth around the object.

In addition if you look at the "animal's" forequarters you can see additional raised areas that flow down.

In my opinion this is probably a concretion. A concretion is when two or more rock materials come together and bind, whether through heat or sedimentation.

The outline edges of the animal seem to have less wear, than the edges of the rock itself. I would gather a guess and classify this as a Geofact, and not an Artifact.
