What are the new rules and procedures regarding ebay non paying bidder? I have bidder "peter1209dog" that has not paid for an item won on 01/29. I already filled a unpaid item dispute about a week ago, but do not know how to proceed to get my final value fee from ebay. This "new" system is a bit different to what it used to be with the "non paying bidder" option. Any advise, suggestion will be apretiated. Thanks to all.
