Is it no longer required to obtain a release in order to place someones image on a chip and sell it ?

Here's a new chip maker doing just that. ( Total feedback of 1 ) Can't believe some of the prices they're bringing also.

I've had my search set for $100.00 chips. Now I have to sift through all this junk ? This making of new chips is getting bad.
