I've used the second chance offer as a seller when I genuinely did have two of one item for for sale. One way you can determine if there is indeed a shill bidder situation is to ask the seller for a scan of the second item, and then compare it to the first. Chances are there will be some small variation you can pick out, especially when talking about an item that's seen some wear.
