Yes, I live two short blocks from the "One Front Street" location of the old "City Scene." It was a night club-disco that opened there about 10 months ago and closed about 8 months ago. I don't know of any gambling there and doubt there was any. I'd guess the chip was used as a token for or advertisement of the place.

The building that housed the club was and is a handsome old brick former bank building at the corner of Front and Fulton Streets. Many businesses tried their luck there. Very poor parking. Right now a restaurant (different name) is there.

Incidentally, the picture on the chip is very accurate, very proportional.
