Franklin Mint made it, so must be a token. Dates to the 1970's. I understand most of these foreign silver tokens in the sets were never intended for machine play though. Apparently they were more like the Canadian gift chips in that they could be exchanged for live chips at the casino.

Caesars Palace also had one in the FM sets... maybe somebody could find out from a Caesars old-timer what Caesars used them for.
