It depends. A book of safety matches is and always has been acceptable to mail (Postal regulations 344.22 and DMM C023.5.3). Correctly wrapped and packaged, you should have no problem. However, "Strike anywhere", and other types of matches (such as fusee, wax, and Vesta), are prohibited.
