In the legal sense, I fail to see how any live gaming chip from anywhere in the world could be anything but an IOU.

If a casino could 'legally' sell you chips, which means that title of those chips passes to the buyer per se, the casino would have no obligation whatsoever to redeem those chips if the buyer wanted to cash them in.
