The first thing you need is webspace. Most Internet Services provide you with such web space that you can use. If your Internet Service provider does not host webspace for you, there are many places on the Internet that will.
If you use a service like COX, you web address will be something like "members.cox.net/user". If you want your own domain such as "www.imsocool.com", you will need to find a domain registrar and register the name (most of these registrars also provide webspace).
Once you have the webspace, get a program called CuteSite Builder. This is a comprehensive program that will allow you to create and publish a website with graphics, sound, or anything else you like without having to understand HTML, FTP, or anything else.
I used CuteSite Builder to maintain and publish my chip website found at http://members.cox.net/stu2j/ my other hobby website at http://members.cox.net/stucpa/ and my professional website found at www.stucpaonline.com
Note the last site is my own domain that I pay for while the first two "piggyback" on Cox Internet.
