Dave is correct. I had an Elks chip that was sold to me several years ago as from a Burlington Chapter. When I got the list of national Elks found that the chip was from another state but failed to correct my inventory and still showed the chip as from Vermont--so I too am still looking for a Vermont illegal. I suspect that there are some Elk chips out there.
