Thats exactly what the UCE Chapter says about New York Casino's in New York State (no legal full scale casino's).

They want Turning Stone Casino in Verona NY to pay taxes, Oneida Nation being a Sovereign says "We don't Pay Taxes". Funny last time I got a receit from them at there gas station we do pay a tax but to the Nation and they in turn do not pay Taxes to the Goverment of NYS.

Be patient, I heard the Florida guide will be coming soon. I asked this acouple of weeks ago too. Wondering minds have to be patient but we can still ask, can't we?
