The threats from the software companies are making business very cautious about how they dispose of old pc's. They have to make sure all licensed programs are REALLY deleted from the hard disks or risk a suit for selling programs that they continue to use. For many, it's not worth the risk considering how much effort it would take to wipe the disks clean.
