Yes, in most cases it means a new inlay was put on. If a chip is drilled through an inlay, after the hole is filled, computer generated inlays are used.
If a chip is drilled through the clay portion, then clay is taken from another chip, heated and insterted in the damaged area. Depending on who is doing the work, the repaired chip can be very difficult to tell. Cross hatching can be returned to an almost perfect match.
IMO no one should ever buy an expensive chip that is also known in drilled condition without getting a guarentee in writng that the chip was not repaired. Or take it to a dentist and have it Xrayed.
