I hope this will add something to the discussion. ANY oil will restore color and gloss to a chip. WD-40, CRC, 3-in-1, LPS, Baby Oil, pneumatic gun oil...

Problem is, and some of us won't find out for years, some have additives that will harden plastics or make the colors bleed.

For that reason alone, I don't apply anything to chips, except for my own collection and if I clean them, which I usually do not, I use Widex or Armour All or some cheap window cleaner, and then rinse and dry.

None of us knows for sure what will happen in the long term as a result of applying a foriegn substance to a plastic based compressed chip.
