I may or may not be correct, but this is how I see it...
I was under the impression that if one fills out a change of address form with the USPS that ALL mail is forwarded. If this has changed, and the Club didn't receive any notice of a change in address, the member should pay for a replacement. Otherwise, it's the fault of the USPS.
On #2, if the packaging looks as though it was improperly sealed etc., the Club should issue a replacement. Otherwise, the USPS is at fault.
On #3, if the mailbox is large enough to accomodate the magazine, again the USPS is at fault. If it isn't, the member should pay for a new issue.
