For what its worth....
While I can sympathize with each of those scenarios I feed that the member needs to bear the responsibility for obtaining another copy at their own expense. #1 - could have been avoided by the member. #2 - Post office error - what can you do? Sue the post office? LOL. Wasn't the club's fault unless the envelope wasn't sealed properly. #3 - get a new mailbox LOL - again member has a responsibility to protect their mail before it's opened. Post office can only use whatever "box" you provide them.
So.... I'd say have the Club print off several surplus copies and make them available for purchase. Club members could get a slight discount for a 2nd copy but non-members would pay more.
