Situation NO. 1: Short of a naturam disaster, it is the member's responsibility, no replacement.
Situation NO. 2: Club provide a replacement copy and member register a vigorous complaint with the USPS and ask for reimbursement (Good Luck!).
Situation NO. 3: What kind of mail drop off security did the member provide the USPS? Where did the mail have to be placed allowing it to get wet beyond useability? If there was no secure box or slot for the mail to be deposited into then it's the member's problem not the Club's, therefore no replacement.
I take Ralph's poll as a cry for help. I sense his frustration with all of the delivery/non-delivery problems he receives for every issue mailed. Ralph (The Club) is not the problem, the mail delivery system is! This issue is a great argument for on-line availability of the "Meat and potatoes" of the quarterly magazine, which I think is being worked on.
