I have never seen a NARU be able to sell anything ...

I could be way off, but one explanation to this might be that he just joined Ebay the day he listed, and his NARU is still administrative because his CC has not authorized the listing fees yet, but they have not caught on to the fraudulent part yet ..... I dunno .... ??
