Nearly all of the 9/11 terrorists were Saudis. For the most part, they trained for their attacks in the United States.
The man who gave the 9/11 orders was (and perhaps still is) in Afghanistan, or maybe Pakistan, but has almost certainly not been in Iraq at any time since 9/11. There is not and never has been any credible evidence that Iraq played any role in the 9/11 attacks or that Iraq provided governmental support for Al-Qaida.
Other countries we know to have Al-Qaida terrorist cells include Algeria, Morocco, Turkey, Egypt, Syria, Uzbekistan, Tajikistan, Burma, Lebanon, Kuwait, Indonesia, Kenya, Tanzania, Azerbaijan, Dagestan, Uganda, Ethiopia, Syria, Tunisia, Bahrain, Yemen and Bosnia, as well as the West Bank and Gaza. Some intelligence officials believe there may even be one in Beijing, China.
