I have the same two chips. I was told by the current Swing Shift Supervisor that he thinks they are sample chips given to the Hard rock by a chip maker trying to get their Roulette business. He has been at the Hard Rock for several years. I did not like his answer. I do not know the names of the different styles of chips but these have that Hard plastice feel, like the Palms, but all of the other Hard rock chips have that soft rubber like feel. Mine also have 4 very small drill marks.
