Why do you think he knew that the wrong address was used. What would he gain by intentionally using the wrong city name? Do you suggest he had some evil plan to cause the chip to get lost? Or are you suggesting that he received the chip (In which case the incorrect address obviously didn't make a difference).
If it was a mistake, it is not fraud, its a mistake. fraud is an intentional act.
