Sorry Mike but you are wrong, If anyone should file a claim here it is the buyer.
You refer to him as a JERKOFF.
I looked at your auction at it clearly states that insurance is $2.20 (optional). Why should this jerkoff pay more than the terms you set in the auction. (Link to auction follows).
The fact is that insurance protects you. You were the one responsible to get it to the buyer (who promptly paid for the chip). You have no language in your auction indicating that buyer is assuming responsibility for lost in mail. But even if you did have that language you were the one that made the mistake in not insuring it for full value.
Why it was lost is not known (You say the Post Office confirms that it was lost) perhaps you labled it incorrectly? maybe it was the POs fault, but thing is fairly certain -- it isn't the buyers fault.
bedore you make any claims with the club perhaps you should refer to the code of ethics.
