IMO it applies anywhere they want it to. Remember the question that keeps recurring is 'can they stop you', not 'do they stop you'.

It was first raised on this board after someone was stopped. Ive been stopped a couple of times. I have been asked why I was taking them. I explained I am a dealer and showed them a business card. They were satisfied. Maybe they thought there was a security risk?
