Unfortunately these were done with a razor blade or exacto knife. 3 to 4 distinct cuts were made on both faces of all the chips. And on the same side of each chip, the four cuts looked very similar.

Defacing 8 chips wouldn't bring down the population enough especially when this particular chip had a mint of 1500.

I think it is the sick and demented saying "If I can't have them then no one can!!"
