A review of Military Tokens of the United States - Volume 2 (Overseas Issues) by Paul A. Cunningham (available for $53.95 - postpaid), does not list your chip as being used by (US) forces while in France. While this is not to say it was not used (as not everything has been reported), there are no listed military installtion with the name of "Chandelle" nor club with that name listed for France.
Now, having said all of that, there is a listing for a CHANDELLE under the Maverick listing (possible Europe) as follows:
Obverse: CHANDELLE / (ornament) / NCO / (ornament)/ CLUB
Reverse: (Blank)
This item is listed as being made in cardboard or fiber, blue, 40MM, with an estimated value of $20.00.
Without a more direct connection between your chips and this known one, which at least has "NCO" on it, at best, your chips would probably only have a tenuious link to military.
