In case anyone missed it, a case has been made that these are real chips made for the casinos. At the time they would have been of no special collectible value as a fake.
Possibly sales samples?
It has also been suggested that Bud Jones was testing a double sided hot stamp machine and that's why the alignment was so consistant.
That would mean that these are real Bud Jones chips, made for customers and when Borland bought the Nevada and Die Card molds, he received all the old chips from the factory.
I'm pretty much convinced that these where made by Bud Jones, before Borland bought the chip molds.
