Basically, these rules are set up to ensure a fair and honest auction, within the parameters set up by Ebay, so that neither a seller or bidder(s) or their shills can manipulate an auction. In the auctions where the bid amounts were run up to ridiculously high levels, what happened was two new bidder names (though probably just one person doing it) signed up with Ebay. Then they "bid" against each other to run up the price and destroy any legitimate action for the auctions. There are other ways to try to manipulate an auction. If you read all the sections on the Ebay webpage, you'll get the idea.
