If the rules were simple, there would probably be 500,000 more people unemployed.

The government pays out less benefit, claims more tax from the 500,000, and every time the Lawyer or Accountant makes a profit they get some more tax! I think these things are deliberately vague.

Most of our tax laws here are vague - some have been unchanged for hundreds of years!
