In the past gaming had exempted Chipco because they made a unique chip.
My guess is gaming ordered the CI put on because B&G and now Osborne Coinage is producing chips that too closely mirror Chipco chips.

Paul-Son is not required to UV the H&C. The H&C mold is their mark. UV is put on because the casino orders it. It is not free or cheap.
